21. Monitoring methodology of the governmental project using efficiency criteria [№4 за 2013 год]

This article contains the description of efficiency evaluation for governmental project on organization of interdepartmental electronic interaction between state governance and local governance departments in the context of providing governmental and municipal services to the population of Russian Federation in the process of forming the “Electronic Government”. The article will be useful to those specialists that work in the field of politics analysis and for students/specialist in this political field. Main feature of this article is that the efficiency estimation of such great project it based on several points of view including real and synthesized. The authors of this article assume that despite the complexity and non-triviality of this particular project this efficiency will be achieved in case of proper impact on particular efficiency criteria and certain decision-making.

22. The methodology of constructing a consolidated reporting system [№4 за 2013 год]

The article describes the issues of constructing and projecting consolidated reporting system. It defines main operations and functions which are necessary for data consolidation, and describes ways of data organization, data loading from external sources, means of data warehouse construction. The paper describes problems of data uploading from external sources and ways of their solutions. It discusses solutions of providing requests processing speed, data integrity and consistency, filtration and processing of data, which are loaded into the system. The article contains descriptions of aggregation and intergroup operations, their intention and features of implementation. It describes means of providing data processing results and ways of their implementation. It also gives recommendations how to organize construction of consolidated reporting system.

23. Elastic-plastic deformation processes simulated by the modified boundary element method [№4 за 2013 год]

The paper presents a software package simulating two-dimensional processes of elastic-plastic deformation in structural components. The model is based on solving static problem of elasic-plastic deformation. The solution algorithm is based on a modified boundary element method. The solution of the nonlinear boundary value problem under consideration is iterative. The inhomogeneous linear boundary value problem of the theory of plasticity is solved at each iteration. The inhomogeneity is determined by the non-elastic deformation components and corresponding stresses calculated at the previous iteration. The applied algorithm of solving linear problems is highly efficient due to the accurate computation of integrals with the boundary element method using our analytical formulae. The algorithm involves parallelized computations at each solution stage. The proposed approach provides high-speed and accurate computations. The software package based on the algorithm allows calculating the stress-strain state with elastic-plastic deformation in statically loaded two-dimensional regions of any geometry. The package is implemented on the “Uran” supercomputer at the Institute of Mathematics and Mechanics, RAS (UB). It comprises not only a calculation module, but also a graphics editor to build computational domain and to input parameter and boundary conditions. The domain boundaries are specified by rectilinear and circular parts divided into boundary elements. The interior domain zone for calculating stresses and displacements is arbitrarily specified by a boundary consisting of rectilinear and circular portions. The computational grid frequency is also specified arbitrarily, and recalculation does not require a new problem solution. The problem of elastic-plastic deformation of a rectangular plate with a circular orifice is considered as an example. The calculation results are plotted.

24. Model of the automated quality management system in multiproduct machinery production [№4 за 2013 год]

The article shows the relevance of creation of the automated quality control systems in machine-building and instrument-making diversified industries. The necessity of quality control at all stages of the product lifecycle is proved. It is emphasized that principles of the quality management system are determined by ISO 9000standards. The article shows the typical pattern of phases and stages of products lifecycle for machine-building products. To identify a mechanism of information exchange and decision-making in an automated quality control system in multiproduct machine-building enterprise, its set-theoretic model has been developed. The enterprise quality management system is considered from the control point of view as a complex system which is represented by three-level hierarchy subsystems. The first level of an automated system is control subsystem that concludes with the quality of products and general events for its maintenance. Subsystems of the second and the third level determine and manage products quality at the stages of the product lifecycle. The structures of the input and output data of each subsystem-operator are considered. It is shown that the part of input parameters is determined by the requirements to quality of production. Information developed at each stage of the lifecycle of the product is evaluated. Because of the specificity of multiproduct machinery engineering and conditions of process design and industrial engineering, only the most important, from the quality perspective, information flows are analyzed. The article specifies that the developed model is the basis for the development of algorithms and software of the automated quality control system of multiproduct machinery engineering.

25. Computing cluster upgrade for simultaneous execution of Linux and MS Windows OS [№4 за 2013 год]

The task of upgrading the software of a massively parallel supercomputer for the simultaneous execution of two different operating systems (Linux and Microsoft Windows HPC Server) at the same hardware cluster, each of them at its own node set (logical cluster) is completed. The process of installing Microsoft Windows and HPC Pack tools on cluster nodes using two DHCP servers is described. One of the features of the proposed solution is the absence of the Infiniband (Application Network) connection at the headend under Linux, which makes it necessary to use two DHCP servers. The problems revealed in the course of installing the Windows HPC Server and the Russian interface package are mentioned. The following approaches to organizing the choice of an operating system loaded to the cluster nodes are considered: the choice of the loaded system by an operator, alternation, creation of a common boot sector and choice of the loaded operating system by recording a file on this disk, and network loading with the choice of the operating system by a DHCP server. The latter approach is proved to be to most appropriate, some peculiarities of its implementation are described. The scripts that control the node switching and their functions are listed. It is mentioned that the main scripts are executed at the Linux headend. The access to these scripts from the Windows headend is provided by extending PowerShell tools by means of the SSH cmdlet set from PowerShell that uses the SSH.NET library. The proposed solution provides a quick switching of nodes between the Linux and Windows logical clusters.

26. Kalman fuzzy filter in the structure of the algorithm solving inverse problems for economic objects [№4 за 2013 год]

A method solving inverse problems using Kalman fuzzy filter considering specific economic facilities, such as the inability to build a physical model of the process or phenomenon has been proposed. The algorithm is based on the transition from the system description in the form of a Fredholm integral equation of the type I to the form of the discrete Kalman filter, as well as the using fuzzy logic to set the elements of filter equations. The method for solving inverse problems is based on object output process data, which is usually the result of any parameters measurement. The measurement noise results in a further decrease of the solutions accuracy. Therefore it is appropriate to use filtration which reduces this impact. As for economic object, the measurement noise can be interpreted as statistical data precision, inaccurate analysis and expert models used in the interpretation of its operating results and others. To reduce experts subjectivity contributed to the knowledge base, it is proposed to apply fuzzy cluster analysismethods and adaptive neuro-fuzzy systems methods allowing automatical synthesizing the knowledge base structure. MatLAB has been used as a software development environment, because it has a library to create adaptive neuro-fuzzy systems (ANFIS-editor).

27. The regulatory base to design aerospace training systems [№4 за 2013 год]

International civil aviation organization (ICAO) has developed a Manual of Criteria for the Flight Simulation Training Devices Qualification (Doc 9625). This guide was created for civil aviation authorities and is aimed to provide methods of flight simulator qualification using initial and recurrent evaluations of the simulator. The document “Flight Simulator Design and Performance Data Requirements”, 7th edn, issued by the International Air Transport Association (2009) is related to the Doc 9625 and defines the requirements to the set of initial data (Data package) for the simulator design. In addition to the standards there is a technical guideline for the qualification – “Flight Simulator Evaluation Handbook”, vol. 1, 4th edn, Royal Aeronautical Society, London 2009. It includes descriptions of tests sequence necessary for correct certification. Similar documents have already been developed in Russia. After the simulator construction the developers must check if the simulator matches the real device. Up to 80 % of the project development time is spent on testing the mathematical model of object. It is quite difficult to reproduce all actions of the real system operator on the simulator. In this situation, automatic signal input can be used for simulator testing with data from the real system. It is necessary to pay attention to the fact that after assigning a certificate of a certain level by the FAA or JAA standards to the trainer, introduction of changes to the elements design, software, etc., including updating the components of the simulator, can lead to changes of all the systems characteristics. The simulator may cease to comply with the earlier assigned level. The information in this article is intended for organizations-developers, designing an architecture of the training systems.

28. The possibility implementing mobile DVB-RCS standard satellite communication network with the spatial frequency resource time division in the Х-band [№4 за 2013 год]

Nowadays satellite networks for mobile earth stations are implementing in the spacecrafts on geostationary orbit in direct relay mode with frequency-division multiplexing. The DVB-RCS standard with a spatial frequency TDMA involves placing on board a spacecraft multipath receiving-transmitting antenna and multi-board DVB-RCS standard digital platforms, providing multi-channel demodulation of earth stations sygnals. Using the DVB-RCS standard with MSF-TDMA can significantly extend the functional characteristics of mobile networks with satellites in a geostationary orbit. To use higher data transmition rate that as in DVB-RCS standard satellite communication networks, there is a need to increase the energy potential of satellite radio links "Statsionar" spacecraft. It can be achieved only whem establish multibeam receiver-transmit antennas on-board the "Statsionar" spacecraft. The "Statsionar" spacecraft modernisation is possible with the implementation of Multiservice onboard digital platforms and LAM in the spacecraft. It will allow using DVB-RCS (MSF-TDMA) mobile satellite communications standard in the X-band based on the AP-type "Belozer", which can help to organize high-speed direct connection between AP subscribers.

29. Using decision making theory for appraisement problems according to the CMMI model [№4 за 2013 год]

The article is devoted to the methodological approaches to the maturity appraisement of the software development processes according to the CMMI® model developed by the Software Engineering Institute (SEI) at Carnegie Mellon University. The article proposes and discusses the methods of quality appraisement of objective evidence and extent of implementation of practices that ensure achievement of the goals of the CMMI® process areas. Such appraisals are necessary to understand the processes maturity level of the developer. In case of uncertainty and/or information incompleteness on the implementation of CMMI® practices, it is reasonable to use a toolkit used for decision-making in weakly formalized subject domains. It helps to increase confidence in appraisal team solutions. This article considers two approaches to appraisals formation: fuzzy logic methods and multi-criteria classification methods (using the classes with fuzzy boundaries and the decision rules) with the possibility of their combining depending on the completeness of information available for the appraisal team.

30. On an approach to estimation of video-graphical information processing quality [№4 за 2013 год]

The paper describes the ideology of universal performance evaluation of computer programs. It is developed in SRISS RAS and implements one or another method of solving a problem of video-graphical information processing. It enables comparing programs effectiveness on a consistent basis to choose the most appropriate for use. The stated approach will allow developers of practical systems for video-graphical information processing to chose reasonably one or another software implementation to achieve the developer's task at the stage of the system's design. There are examples of the approach application for a comparative estimation of widely used computer implementations of solving tasks: edge detection, restoration, the boundaries clarifying, segmentation and texture analysis. Their stability for affine transformations is also investigated. External conditions were simulated by noising and a blurring of standardized set of reference images. The statistical and fuzzy measures, Euclidean and Hausdorff metrics are considered as universal performance evaluation. The given examples have allowed revealing the special features of the reviewed computer implementations and get their preferred application fields.
