This paper considers next generation intelligent systems based on measurements and knowledge discovery from sensor data. A comparison between measurement and expert estimation is made. Some sources and types of measurement uncertainty are elicited. Non-classical measurement concepts such as distributed measurements, intelligent measurements, soft measurements are discussed. Some fundamentals of granular measurements theory are formulated. A new concept of cognitive measurements as a hierarchical information granulation process based on the principle of «Measurement-Pragmatic Estimation» unity is proposed. A two-leveled architecture of cognitive measurements is considered. A logical-algebraic approach to data interpretation and analysis on the top level of cognitive measurements is developed. To implement cognitive measurements the notion of cognitive sensors equipped with granular pragmatics is introduced by taking multi-valued and fuzzy logics together with Peirce’s pragmatic maxima. Granular interpretations of multi-sensor data fusion are proposed. Both crisp and fuzzy logical pragmatics for individual sensors and their dyads are constructed using product lattices and bilattices.

The paper considers the processes for the collective development of complex automated systems (software intensive systems), and the competencies of a design organization and its members. The constructive management of organizational resources and design organization experience is very important. Its efficiency depends highly on professional experience and employee competency. A common form for the competency grouping is roles. Every role is linked not only to a group of competencies, but to an engineering tool set. Assignment of employees’ responsibilities needs job descriptions to be personalized and consolidated in the commitments. To make a system of personalized job descriptions, an ontological approach is used. This paper presents tools for automated creating of personalized job descriptions for employees of a design organization developing computer-aided systems (CAS). The implementation is focused on design processes that use experience base for information support.

The predesign research is a strategic step in object designing process, it helps to make a decision on the level of competitiveness, assess the development prospects, the problem statement for the project, the complexity and feasibility of the system. Existing methods of predesign researches have a high degree of generality and are not formalized. They analyze the specific (single) prototypes aimed at finding out solutions to the current problems and disadvantages of a given prototype. So, there is a need to create a new cognitive technology of predesign researches to get the most complete information for this stage. The article describes the algorithm of the predesign researches and modeling of information systems. The implementation of the algorithm is required to solve the relevant scientific problem of increasing the pre-work effectiveness for information and technical systems development. The list of basic procedures is required for the pre-work for the stage of information systems conceptual design. This method will improve the efficiency of modeling process and pre-work for creation of information systems using a systematic approach for analyzing and synthesizing it.

One of the main trends in the development of methodologies and solutions for search innovation is an automated semantic processing large volume of scientific and technical information that allows searching for breakthrough technologies and other innovative ideas. Obviously, there is a need in efficient methods of digital collections creating and filling with the latest ideas and technologies that contain not just their descriptions, but specially selected, classified and associated data. The development of new methods to search for ready-made solutions in the data center database is the essence of the Information Support System for Innovations in Science and Education. The article describes one of the approaches to finding information on innovations and its scope. The software common architecture and pilot components are presented. The relevant software architecture, including its functionality and behavior of the system during a given session is described. The object model for working with documents is presented. The document is any text object that is relevant to the subject matter of processing: query, search result, text document. There is information about the current state of the ongoing project.

The paper presents general description of meta-algorithm, used by some class of multiagent systems. Nowadays multiagent approach for complex systems building gains more and more popularity. But the theory, connected with it, still remains not developed enough. It’s still unclear or not well-founded, which kind of systems should be used in particular cases, and what advantages these systems have. Partly it’s because multiagent systems may have different meanings in different research areas. In this work one particular class of multiagent systems is considered. Formalization of this class is connected with Markov chains, so we can estimate some properties of these systems using that mathematical instrument. Then, for systems built with some functions, statement is proved that probability of finding allowable solution by agent is higher when fitness function meaning for this solution is higher.

6. The choice of decision-making criterions in the organizational and technical systems using information situations [№4 за 2013 год]
Author: Zavgorodniy V.N.

The article considers the class of competing organizational and technical systems, their operation is based on extensive using of technical means and is in interaction with the environment. Controlled object interacts with the environment when fulfill the set tasks. This environment is interpreted in as an "enemy" and "nature". Uncertainty of knowing factors, conditions and laws of the interaction of the controlled object (subject) with the environment for command and control part (the decision maker) is generalized as a set of informative situations. Fragmentation of informative situations into classes depends on the uncertainty degree of information available for a decision maker when making decision. The article proposes an approach to the choice of mathematical criteria to estimate the effectiveness of competing organizational and technical systems which is based on the classification of informative situations. Such approach may be useful when developing decision support systems.

The safe access in self-organizing information system is described. The current state of information security and data protection is shown. To increase a level of safety of self-organizing information system three components are offered: interaction of information system with system of hierarchically connected users, interaction of users with the system via visibility areas, regular users' authentication based on their behavior. Interaction of information system with the system of hierarchically connected users united in a network structure, on the one hand, simplifies system creation and provides control of subordinated users’ activity by higher users. On the other hand, it gives an opportunity to the system to gain the help of higher users in case of a difficult or uncertain situation with the specific user. Using the areas visibility mechanism for all users allows to form the user representation of data domain easily and to delegate powers of higher users to the subordinated users, and the self-organizing information system will provide the correct functioning and the effective data processing according to conceptual data domain model. Regular users' authentication in self-organizing information system based on their behavior will allow to identify each user more precisely and to confer confidential powers more correctly. Thus, the offered approach combines naturally both program (automatic) and organizational means of information system security.

To reduce transport costs a modern enterprise needs to select the optimal combination of different technical and economic indicators of the product delivery route. Searching rational track for goods movement is the foundation for building an efficient logistic system, which determines the timeliness of production output, production process duration, production costs. The optimal route is often determined by cost and transit time criteria. The combined use of these criteria causes the need for a two-criterion optimization algorithm. An NP class task affiliation is the reason for using heuristic methods (simulated annealing, genetic and ant algorithms, tabu search method, and others). Ant algorithms are based on the modeling of the behavior of individual ants acting according to simple rules, while the total system (colony) has an intellect. Using an ant colony to optimize the route of transporting products with two-criteria requires using two different colonies for each criterion, and the third generalizing colony is for route selection based on two criteria. To consider uncertainty when solving these problems it is appropriate to use fuzzy sets for unspecified parameters of mathematical models and fuzzy inference methods with expert judgment. The ant algorithms peculiarity is providing transport costs information on the site, as well as the weighting factors that determine the degree of algorithm greed in the form of fuzzy numbers and then applying the operations of fuzzy-logic convolution. The developed algorithms can improve the efficiency and reliability of enterprise logistics system.

The problem of designing control systems using soft computing is described with 3 degrees of freedom manipulator as an example. The article investigates a general methodology of robust knowledge base design using special intelligent toolkit (Knowledgebase Optimizator on soft computing technology). Variations of organization coordinated control are proposed: single knowledge base containing information about manipulator’s three links, and a divided control method (independent knowledge bases for particular links control). The efficiency of constructed intelligent control systems using soft computing technology is described in comparison with control system using constant settings of regulator defined by genetic algorithm. Set of performance criteria taking into consideration for automatic control theory methods of transition estimations and tailored to concerned control object (3 degrees of freedom robot manipulator) is used to estimate control systems work. Estimate of control system work is performed by results of MatLab/Simulink simulation and experiment series on practical control object.
